About the Transition
The NATED N4–N6 programmes were developed decades ago and no longer fully match modern industry needs. Technology, automation, the digital economy, and green industries have transformed workplaces, and the legacy curricula were not keeping pace. The transition ensures that qualifications remain relevant, responsive, and aligned to current and future labour-market demands.
Legacy qualifications refer to older programmes developed before the National Qualifications Framework (NQF) 2009 reform. They are being replaced because they were not designed for ongoing updating, leading to outdated content and limited pathways for progression. Modern qualifications offer clearer career paths, improved industry alignment, and stronger quality assurance.
Occupational Qualifications are modern, industry-aligned programmes registered on the Occupational Qualifications Sub-Framework (OQSF). They combine theory, practical training, and workplace-based learning (WBL). Unlike NATED, they are structured around specific job roles and developed with direct industry input.
The transition is being led by the Department of Higher Education and Training (DHET), in partnership with the Quality Council for Trades and Occupations (QCTO), TVET colleges, and industry stakeholders.
DHET has set formal timelines for phasing out NATED programmes and introducing Occupational Qualifications. Colleges will continue running both systems for a limited period to allow learners to complete their studies.
Impact on Learners
Students already enrolled can complete their programmes within the designated phase-out period. There is no requirement to switch qualifications mid-stream.
Yes. All NATED certificates issued remain valid, accredited, and recognised nationally and internationally, even after the programmes are phased out.
You are allowed to complete your N4–N6 programme during the approved teach-out period. Colleges will communicate the deadlines clearly to avoid disadvantaging any learner.
Yes, and in many cases, they offer more. Occupational Qualifications include structured workplace learning, updated content, and qualification pathways linked
directly to specific occupations.
Progression remains possible. Occupational Qualifications are designed with clear articulation pathways into higher NQF levels, apprenticeships, diplomas, and even
degree programmes, depending on the field.
Curriculum & Assessment
They are developed in consultation with industry experts and employers, ensuring that curriculum content reflects the skills required in today’s labour market.
There will be a stronger focus on practical competence, project-based activities, and workplace readiness. Assessments will combine knowledge tests, practical
assignments, and workplace evaluations.
WBL is compulsory workplace exposure included in Occupational Qualifications. It provides hands-on experience, making learners more employable and ensuring they can apply their knowledge in real work environments.
Institutions & Delivery
Colleges are undergoing lecturer upskilling, curriculum training, infrastructure upgrades, and building partnerships with industry to secure WBL placements.
Yes, there will be an overlap period. NATED programmes will be fully phased out after the official teach-out period decided by DHET.
Yes. DHET and QCTO are coordinating national lecturer development programmes to ensure colleges are prepared for the new curriculum requirements.
Employers & Industry
Employers gain access to graduates with up-to-date skills, workplace experience, and competencies aligned to modern work demands. The new system reduces the need for remedial or additional training.
Yes. Employers will still recognize NATED certificates. Both old and new qualifications will remain valid, although Occupational Qualifications will increasingly reflect current industry priorities.
They can partner with nearby TVET colleges to host learners, provide mentorship, and support practical training. Colleges will help formalise agreements and manage placement processes.
Administration & Certification
Certificates for all Occupational Qualifications are issued by the QCTO after successful completion of all learning components, including workplace learning and external assessments.
Yes. Once issued, your NATED certificates remain valid permanently.
You may complete the remaining levels during the teach-out period. Colleges will advise on deadlines. Partial achievement remains recognised as credit within the NATED system.
General Concerns
No significant cost increases are expected. Occupational Qualifications may even reduce long-term costs by improving employability and reducing the time needed to gain workplace experience after graduation.
No. NSFAS and other bursaries will continue to fund approved Occupational Qualifications, just as they funded NATED programmes.
